I did not have to pay a 1700 charge, so I guess that I was lucky there. But the carryover of the points to next year -- yes, that can be done -- but there are limitations on how you can use them. Also, I was told that Global Access points were worth twice what RCI points were worth -- but when I contacted RCI to use the points, the amount of points I could use was limited and the Global Access points were worth only 1/2 of RCI points. As for the other fees I mentioned, they are also noted in the membership book sent out by Holiday Inn Club.
