RCI points -= one time use transfer

I am a new points member with an account from a UK resort. I have seen points advertised privately from a US seller as 'one time only' that need to be used within 6 months before they expire. My question is: can these US points be transferred to a 'UK' account (and is there such a nationality distinction)?
