HGVC City Points ? I

I'm looking to purchase a HGVC point time share, New York. They say these are city points...Is there a difference between these and other HGVC points? Or just a ploy to buy in New York. Since I plan to use the New York unit I wanted to make sure i could get in as needed. Is there a priority depending on where the points originate? Sorry about the multiple questions but I could really use expert advice.

In HGVC, you're allowed to reserve upto 12 months in advance at your home deeded property. Other properties are available 9 months in advance. I have not heard of "city" points. As far as my experience, points are points - they are all the same.
