Will there be direct access across the street to the beach during road construction in 2020?

We were at LaCabana Dec 2019 and we had direct access to beach since road upgrade completed. There is a new bike and pedestrian lane along the beach that we enjoyed walking every morning & evening toward Costa Linda resort. There is a new bypass to the airport that diverts traffic away from beach road too so there was LESS traffic by LaCabana & Amsterdam Manor Hotel than last two years. We heard good news about plans to expand AIRPORT with additional runway & terminal by 2030 too. (by Elizabeth D.):
