Offer to resell my timeshare

That's probably because they are new or, more likely, a scam operation that started under a different name but then closed up shop and started under a new name because they have been exposed or have been shut down by the authorities.
Did this company give you an unexpected call? That's usually a scam. Legitimate resale companies are already bogged down with timeshares to sell. They don't need to drum up more business by cold-calling people.
Also, legitimate resale companies charge a minimum of $1000 or 15% (whichever is greater) commission.
They might be saying "no up front cost" but, once they come to an agreement with you (or tell you that they've lined up a buyer), they'll subtly slip in to the conversation some sort of large fee for some sort of "service" such as closing costs, payment of back taxes, lien search, etc. and tell you that the transaction cannot be completed until you pay that fee.
Then, if you actually do believe them and pay that fee, once you do so, they will tell you that, for some reason unbeknownst to mankind, the buyer backed out. But, hey, don't worry. To compensate, they'll graciously list it for you on their lightly-visited website.
