You cannot “sell” what you do not own in the first place.

You can obtain (I.e., pay for) a Guest Certificate from II for your own personal use, but terms and conditions of membership in II (and / or RCI) clearly and specifically prohibit you from “selling” that Guest Certificate to anyone else — not even for just your own cost to obtain that Guest Certificate.
