Changing Names on Reservations 30 days from Check In, Problems

There has much discussion in several Marriott Group Pages on Facebook about a sorta new policy (not new, but now being enforced). If the timeshare owner will not be physically staying, or if quests arrive before the owner; they can NOT check in unless the owner fills out an on line quest form 30 days before check in. This certainly presents a problem for many RedWeek members who's unit gets rented a week or two before the check in date. And if the owners aren't able to fill in the form 30 days before check in, the renter will have problems at check in......thus this would seem to be a HUGH problem for RedWeek last minute rentals. How is this being handled?
