Who pays the government occupancy tax -- owner or renter?

Our note on two-bedroom units posted at this resort states: "Renters may be required to pay a government fee of $3 USD/night, a $15 Levy fee, and timeshare taxes of $11.88/day for two- and three-bedroom units (subject to change)."
